In 1998 the Houston West Chamber of Commerce wanted to create a true West Houston event that recognized exemplary business performances from Houston businesses over the past year, regardless if they were Members of the Chamber or not. At that time, the Houston West Chamber along with Houston Community College, the Westchase District and the West Houston Association started working on the idea and created this prestigious series of awards now known as the Economic Development Summit & Star Awards.

Competition
Each year more than 100 companies are nominated. They each fill out applications which takes a genuine effort and time commitment. Then, a panel of independent judges is formed, they fill out confidentiality agreements, then get to work analyzing the applications. Judges include CPAs, business owners, scholars, economists, publishers, and more. They are not necessarily Chamber Members. The panel uses a scorecard containing three main components:
1. Revenue and employee growth (60% of total score)
2. Community involvement by applicant and employees (25% of total score)
3. Industry recognition and customer testimonials (15% of total score)
2. Community involvement by applicant and employees (25% of total score)
3. Industry recognition and customer testimonials (15% of total score)
Finalists are grouped by size of company (number of employees) and how long they have been in business. Categories include, Newly Opened (less than one year existence), Existing (more than one year existence), Non-Profit/Governmental, and Young Entrepreneur of the Year (under 30 years of age).
Pillar Award
The most prestigious of all the Star Awards is named the Pillar Award. The Pillar Award is awarded to a business or entity that excels and epitomizes their work through performance, initiative, and leadership and has achieved remarkable results in the West Houston community. Some past winners include: the Westchase District, Houston Community College, Harris County Commissioner Steve Radack (Precinct 3), MetroNational for their redevelopment of Memorial City Mall, and TXDOT for their exemplary road construction projects in West Houston.
Sometimes there is an Impact Award issued in place of the Pillar Award. In 2011, the Impact Award was given to West Houston Medical Center for their outreach in the West Houston community.
